#0884 Human Resources Representative

SUMMARY: Assists and supports the operations of the Human Resources Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following. Other duties may be assigned.

Conducts recruitment effort for exempt and nonexempt personnel, students, and temporary employees.

Conducts new-employee orientations; organizes and maintains all new employee orientation materials such as employee information packets, 401k materials, document tracking, etc.

Writes and places job advertising in various media.

Develops and coordinates internal job posting program and writes job postings.

Confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications, and skills.

Advises supervisors on how to obtain qualified applicants in accordance with company standards and labor laws.

Initiates contact with possibly qualified candidates for specific job openings.

Reviews applications and interviews applicants to obtain work history, education, training, job skills, and salary requirements, and to provide information about the organization and position.

Tests applicants and performs new hire reference and background checks.

Coordinates Company participation in, set up display and works at job fairs.

Works with employment agencies to identify and recruit candidates.

Assists with counseling employees by advising and providing technical information and assistance regarding policies, programs, and procedures.

Maintains job descriptions and employee records.

Administers various human resources plans and procedures for company personnel; assists in development and implementation of personnel policies and procedures; maintains employee handbook and policies and procedures manuals.

Monitors performance evaluation deadlines and tracks evaluations, service dates, etc.

Performs benefits administration to include claims troubleshooting, change reporting, and assists with communicating benefit information to employees.

Assists in development of EEO-1 report annually; maintains other records, reports, and logs to conform with EEO regulations.

Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of the department and services performed.

Utilizes Human Resources Information System records and compiles reports from database.

Coordinates proper legal termination of employees including requesting DVB, COBRA notification, etc.


QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE: Bachelor’s Degree with 1 to 3 years related experience or a Masters’ degree in Human Resources Management and 1 year of experience in the Human Resources field, or 7 years of increasingly responsible experience in the Human Resources field, or equivalent combination of education and experience.

TRAVEL REQUIREMENTS: Must be able to travel within the state or elsewhere to serve the department.

LANGUAGE SKILLS: Ability to read and comprehend instructions, both written and verbal, interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS: Ability to moderately complex mathematical concepts. Ability to work with mathematical operations related to daily tasks. Ability to use and comprehend simple Excel spreadsheet formulas.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LISCENCES, REGISTRATIONS: Professional in Human Resources (PHR) certification desired.

The employee must frequently lift and/or move up to 10 pounds. The employee must occasionally lift up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
